Online testing rules set for update

In 2003, when the state's Mandatory Boating Safety Education Program was launched, online testing was going to be the next big thing. It is. In fact, an overwhelming majority of people are going for their Mandatory Education Card online. "We're up to 85 (percent) to 90 percent who take it online," said MariAnn Koloszar, the mandatory education coordinator for the Oregon State Marine Board. Because of that, the board is doing a wax-and-buff on the rules covering the program, with most of the tweaks designed to lay out the standards and requirements for online testing. People have until Nov. 30 to check out the modifications and comment on them before the proposals are voted on. Rules are designed so that study materials and tests conform to standards and requirements set by board officials....

News Analysis: A loud message for Bush
Posted Wednesday, November 08, 2006 12:51:46 PM by Blog57 Team
The era of one-party Republican rule in Washington ended with a crash in yesterday's midterm elections, putting a proudly unyielding president on notice that the voters want change, especially on the war in Iraq. Bush now confronts the first Democratic majority in the House in 12 years and a significantly bigger Democratic caucus in the Senate that were largely elected on the promise to act as a strong check on his administration. Almost any major initiative in his final two years in office will now, like it or not, have to be bipartisan to some degree. For six years, Bush has often governed, and almost always campaigned, with his attention focused on his conservative base. But yesterday's voting showed the limits of those politics, as practiced - and many thought perfected - by Bush and his chief political adviser, Karl Rove....

Posted Sunday, November 05, 2006 2:49:09 PM by Blog57 Team
PHILADELPHIA - He was an online dater's dream: Tall, clean-cut, with a fashionable address and a taste for upscale bars and restaurants. He said he was a doctor, an astronaut, a spy - though he was really an on-and-off nursing student. And, with woman after woman, he would slip something in their drinks and then rape them, police say. Jeffrey J. Marsalis, 33, of Philadelphia, is facing trial on nine rape counts involving eight women, while a 10th charge is pending in Sun Valley, Idaho. He met most of the victims here through a popular online dating site, authorities said. In court this week during Marsalis' preliminary hearing, the women told strikingly similar stories of meeting the smooth-talking Marsalis and then feeling unusually intoxicated after returning from the bathroom or letting him buy a round from the bar....
